1、Xx機(jī)關(guān)黨支部黨建 Xx機(jī)關(guān)黨支部黨建 工 作 總 結(jié) 今年以來,Xx機(jī)關(guān)黨支部在市直機(jī)關(guān)黨工委、市Xx黨委的領(lǐng)導(dǎo)下,認(rèn)真貫徹科學(xué)發(fā)展觀,全面落實黨的十七大和十七屆四中全會精神,以加強(qiáng)黨的執(zhí)政能力建設(shè)為重點,全面推動黨的思想、組織、作風(fēng)和制度建設(shè),在提高黨員素質(zhì)、加強(qiáng)組織建設(shè)、服務(wù)人民群眾、推進(jìn)各項工作等方面取得了較為明顯的效果。 一、注意思想教育,切實提高黨員干部隊伍的政治素質(zhì) 今年來,把加強(qiáng)理論學(xué)習(xí)作為貫穿城建工作全程的一條主線緊抓不放,緊密結(jié)合工作實際和職工個人思想,深入學(xué)習(xí)了十七大、十七屆三中
2、、四中全會精神和新黨章,進(jìn)一步推進(jìn)廣大黨員干部繼續(xù)解放思想,更新觀念,提高素質(zhì)。 一是抓學(xué)習(xí),提高黨員干部綜合素質(zhì)。堅持“周五學(xué)習(xí)日”制度,組織集中學(xué)習(xí),促進(jìn)了學(xué)習(xí)教育培訓(xùn)工作的制度化、經(jīng)常化。為了提高全體黨員干部的綜合素質(zhì),更好地發(fā)揮先鋒模范作用,一把手在學(xué)習(xí)上做到了:一是親自主持學(xué)習(xí)每月二至三次,職工學(xué)習(xí)每月二至四次,全年召開職工學(xué)習(xí)會 次,組織黨員干部學(xué)政治、學(xué)理論、學(xué)法規(guī),并親自進(jìn)行輔導(dǎo)。二是親自指導(dǎo)和完善學(xué)習(xí)制度和學(xué)習(xí)計劃,將學(xué)習(xí)制度化、規(guī)范化。在學(xué)習(xí)過程中,嚴(yán)格按照學(xué)習(xí)計劃和學(xué)習(xí)篇目要求,積極組織全體黨員干部集中學(xué)習(xí),認(rèn)真學(xué)習(xí)篇目原文,每位職工記學(xué)習(xí)筆記10000多字
3、。 二是靈活形式,促進(jìn)提高。在學(xué)習(xí)過程中,我們?yōu)榘褜W(xué)習(xí)作為基礎(chǔ)性工作,突出行業(yè)特點,積極探索新方法,采取靈活多樣的方式,增強(qiáng)學(xué)習(xí)的趣味性和吸引力。擴(kuò)展參加范圍,組織各單位領(lǐng)導(dǎo)班子成員適時參加機(jī)關(guān)學(xué)習(xí),提高整體素質(zhì);積極開展討論交流,提高學(xué)習(xí)活動的實效性;組織領(lǐng)導(dǎo)干部深入到包村點考察學(xué)習(xí),了解農(nóng)民的生產(chǎn)生活狀況,與自己擁有的條件進(jìn)行比較,增強(qiáng)艱苦奮斗和為民服務(wù)意識;舉辦“學(xué)習(xí)十七大精神”主題演講活動,提高黨員干部學(xué)習(xí)積極性;組織機(jī)關(guān)干部和各單位領(lǐng)導(dǎo)班子成員到市監(jiān)獄參觀,接受廉政教育,使領(lǐng)導(dǎo)干部在思想上受到強(qiáng)烈的震撼,銘記了黨的紀(jì)律和國家的法律,提高了學(xué)法守法的自覺性;按照“帶著問題找差距,帶
4、著題目定措施”的指導(dǎo)思想,積極參加建設(shè)局組織的學(xué)習(xí)考察先進(jìn)城市城市建設(shè)活動,開拓了眼界、增長了見識,借鑒了外地先進(jìn)的城建經(jīng)驗,創(chuàng)新新汶城區(qū)城建發(fā)展的思路和措施,提高了建設(shè)、管理水平。 三是拓展學(xué)習(xí)內(nèi)容,豐富知識。組織機(jī)關(guān)黨員認(rèn)真學(xué)習(xí)了毛澤東思想、鄧小平理論、“x”重思思想、十七大、十七屆三中、四中全會精神科學(xué)發(fā)展觀和黨的基本路線、基本理論、基本綱領(lǐng),使全體黨員整體素質(zhì)得到提升,政治覺悟進(jìn)一步提高、政治敏銳性、大局觀念和宗旨意識進(jìn)一步增強(qiáng),服務(wù)意識和服務(wù)水平有了新的提高;結(jié)合行業(yè)特點,認(rèn)真學(xué)習(xí)業(yè)務(wù)知識,同時不斷拓展學(xué)習(xí)內(nèi)容,組織黨員學(xué)習(xí)法律、經(jīng)濟(jì)、管理和一些前沿科學(xué),不斷提高決策水平和做好本
5、職工作的能力。 二、查問題、找不足,深入學(xué)習(xí)實踐科學(xué)發(fā)展觀,促進(jìn)黨的建設(shè) 在市建設(shè)局活動辦公室的正確領(lǐng)導(dǎo)下,認(rèn)真貫徹落實全市和建設(shè)局“學(xué)習(xí)實踐科學(xué)發(fā)展觀”學(xué)習(xí)教育活動的部署安排,做好結(jié)合文章,以學(xué)習(xí)教育活動的開展,促進(jìn)機(jī)關(guān)黨的建設(shè)。自開展深入學(xué)習(xí)實踐科學(xué)發(fā)展觀活動以來,根據(jù)建設(shè)局學(xué)習(xí)實踐活動辦公室要求成立了新汶城建處深入學(xué)習(xí)實踐科學(xué)發(fā)展觀活動領(lǐng)導(dǎo)小組,制定了活動實施方案,召開了動員大會,組織了集中學(xué)習(xí),在深入調(diào)研的基礎(chǔ)上寫出了高質(zhì)量的調(diào)研報告。認(rèn)真開展了“五談心”、“三查三比三看”活動,廣泛征求社會各界對Xx工作的意見和建議,召開了領(lǐng)導(dǎo)班子民主生活會,進(jìn)一步溝通了思想、形成了共識,寫出
6、了《Xx領(lǐng)導(dǎo)班子分析檢查報告》,為深入學(xué)習(xí)實踐科學(xué)發(fā)展觀活動打下了堅實基礎(chǔ)。通過活動的開展干部群眾思想境界有了新的提升;工作思路進(jìn)一步轉(zhuǎn)變;發(fā)展環(huán)境進(jìn)一步優(yōu)化;發(fā)展方式進(jìn)一步轉(zhuǎn)變;群眾關(guān)注的熱點難點問題得到較好解決;長效機(jī)制建設(shè)邁上了新臺階。 三、強(qiáng)化組織建設(shè),充分發(fā)揮黨組織的戰(zhàn)斗堡壘作用和黨員干部的模范帶頭作用 抓好基層組織建設(shè),是做好黨的各項工作的基礎(chǔ)。今年以來,我們按照《黨章》及基層組織工作條例有關(guān)規(guī)定,狠抓了基層組織建設(shè),達(dá)到了內(nèi)增凝聚力,外增吸引力,提高向心力,發(fā)展生產(chǎn)力的效果,形成了團(tuán)結(jié)協(xié)調(diào)、廉潔務(wù)實的堅強(qiáng)領(lǐng)導(dǎo)集體,充分發(fā)揮了黨支部的戰(zhàn)斗堡壘作用。 一是強(qiáng)化班子建設(shè),夯
7、實工作基礎(chǔ)。把班子建設(shè)作為工作的重中之重,為保證支部班子的正常運轉(zhuǎn),根據(jù)工作需要對支部班子進(jìn)行了調(diào)整,推薦年輕同志任機(jī)關(guān)黨支部書記,增強(qiáng)了支部班子的活力。 二是強(qiáng)化黨內(nèi)民主生活會制度,加強(qiáng)了黨內(nèi)民主生活會的管理。認(rèn)真開展領(lǐng)導(dǎo)班子和黨小組民主生活會,領(lǐng)導(dǎo)班子成員以身作則,自覺帶領(lǐng)廣大黨員過好組織生活,同時建立組織生活會記錄,及時公布黨員參加組織會議情況,把黨員參加支部生活作為機(jī)關(guān)黨務(wù)目標(biāo)管理的重要內(nèi)容來抓,并作為衡量黨員組織觀念強(qiáng)弱的重要標(biāo)志,促使黨員積極參加組織生活。在對黨員的管理上,對全體黨員進(jìn)行定期考評,通過考評,評出了團(tuán)結(jié),評出了干勁,評出了正氣,增強(qiáng)了黨員的自我約束力,促進(jìn)了黨員先

9、到位。 四、大力加強(qiáng)黨風(fēng)廉政建設(shè),改進(jìn)機(jī)關(guān)作風(fēng) 黨風(fēng)問題是關(guān)系黨的生死存亡的問題,特別是在新形勢下,加強(qiáng)對廣大黨員干部的黨風(fēng)廉政教育,強(qiáng)化監(jiān)督機(jī)制,顯得尤為重要,我們認(rèn)真貫徹從嚴(yán)治黨的方針,對黨員特別是黨員領(lǐng)導(dǎo)干部嚴(yán)格教育、嚴(yán)格管理、嚴(yán)格監(jiān)督。 一是加強(qiáng)黨風(fēng)廉政教育,從思想上構(gòu)筑反腐倡廉的防線 深入開展了“理想信念、廉政紀(jì)律”教育、“正作風(fēng)、提效率、促發(fā)展”、“繼續(xù)解放思想推進(jìn)科學(xué)發(fā)展”等活動。同時,大力開展示范教育和警示教育,教育黨員干部樹立正確的人生觀、價值觀、世界觀,經(jīng)受住市場經(jīng)濟(jì)和改革開放的考驗。 二是重點在制度落實上做文章,強(qiáng)化黨內(nèi)監(jiān)督 從支部成員做起,從領(lǐng)導(dǎo)
10、班子做起,嚴(yán)格執(zhí)行我單位制定的議事規(guī)則、領(lǐng)導(dǎo)成員分工通知、政務(wù)公開等監(jiān)督制約機(jī)制。班子內(nèi)部,團(tuán)結(jié)協(xié)作,大事講原則,小事講風(fēng)格,權(quán)力界限明確,提高了權(quán)力運行的透明度。重大事項,堅持集體研究,民主決策,不搞一言堂。凡是群眾比較關(guān)心的敏感問題、熱點問題一律公開辦事程序、公開收費標(biāo)準(zhǔn)、公開辦事結(jié)果,自覺接受群眾和社會的監(jiān)督。 五、加強(qiáng)精神文明建設(shè),提供強(qiáng)有力的精神動力和思想保證 我們以“學(xué)習(xí)實踐科學(xué)發(fā)展觀學(xué)習(xí)教育活動”為主線,加強(qiáng)思想道德建設(shè),為各項工作的開展,提供了強(qiáng)有力的精神動力和思想保證。 一是加強(qiáng)理想信念教育 面對新的形式、新的挑戰(zhàn),我們利用“周五集體學(xué)習(xí)日”組織黨員干部認(rèn)真
11、開展了愛黨愛國教育,提高了廣大黨員的黨性觀念,使黨員干部樹立起了正確的世界觀、人生觀和價值觀。 二是積極倡導(dǎo)社會主義新風(fēng)尚 利用“周五集體學(xué)習(xí)日”,組織黨員認(rèn)真學(xué)習(xí)《公民道德行為規(guī)范》,使黨員干部都能以身作則,從自我做起,從一言一行做起,反對迷信,崇尚科學(xué),成為維護(hù)社會公德、遵守職業(yè)道德的模范。 六、重考核,抓落實,構(gòu)建科學(xué)有效績效考核體系 借鑒青州、膠南等先進(jìn)城市的管理經(jīng)驗,結(jié)合Xx實際,在進(jìn)行深入細(xì)致調(diào)查研究的基礎(chǔ)上,創(chuàng)新城市管理模式,出臺了《x年工作目標(biāo)任務(wù)考核實施方案》,對內(nèi)部管理制度、工作標(biāo)準(zhǔn)等進(jìn)行了調(diào)整和補充,制定了“定人員、定崗位、定時段、定內(nèi)容、定標(biāo)準(zhǔn)、定獎懲”
12、的績效考核標(biāo)準(zhǔn),明確規(guī)定了考核形式、考核項目、質(zhì)量標(biāo)準(zhǔn)、扣分標(biāo)準(zhǔn)及獎懲辦法,每月匯總考核結(jié)果,年終兌現(xiàn)獎懲,形成了獎勤罰懶、獎優(yōu)罰劣、獎罰分明的工作機(jī)制,在考核方案中,我們把黨建工作、班子建設(shè)、黨風(fēng)廉政建設(shè)等工作與業(yè)務(wù)工作同安排同考核,激發(fā)和調(diào)動了全處廣大干部職工干事創(chuàng)業(yè)、勇爭一流的拼搏精神,干部職工由“要我干”變?yōu)椤拔乙伞?,城區(qū)各項建設(shè)管理工作高效順利推進(jìn),得到了各級領(lǐng)導(dǎo)的肯定。該績效考核管理模式作為先進(jìn)經(jīng)驗已在全局推廣。 七、強(qiáng)化中心意識的領(lǐng)導(dǎo),推動建設(shè)事業(yè)的發(fā)展 積極參與城市建設(shè)是機(jī)關(guān)支部的一貫工作方針。我們緊緊圍繞城市建設(shè)的各項工作,知難而進(jìn),頑強(qiáng)拼搏,開拓創(chuàng)新,促進(jìn)Xx城建
13、工作的開展。市政工程:一是加強(qiáng)道路維修。先后維修混凝土路面2600平方,瀝青路面2900平方,瀝青灌縫2萬米。二是防洪清淤。更換下水道篦子100塊,安裝砼排水管道200米,清除淤泥1600立方,保證了汛期行洪通暢。三是維修路燈1200盞,更換電纜120米,新安平安燈17棵。四是認(rèn)真做好Xx路前期建設(shè)準(zhǔn)備工作,已完成Xx路工程的可研、立項、項目選址、土地初步審查等工作,委托Xx公路設(shè)計院對互通立交橋進(jìn)行設(shè)計,現(xiàn)正與Xx市公路局協(xié)調(diào)互通立交建設(shè)的有關(guān)事宜。園林綠化:一是在Xx路、Xx路補植法桐、水杉237株,大葉女貞、金葉女貞、大葉黃楊等小苗木12萬余株。二是Xx公園種植速生楊、法桐、雪松、柳樹等
14、1540株。三是Xx公園補植大葉黃楊、龍柏等小苗木3700株。四是龍柏園新植法桐160株,爬墻虎860株。五是京滬高速出入口種植紅葉小檗、金葉女貞、小龍柏等小苗木2.7萬株,草花2884株。六是向59個企事業(yè)單位,下達(dá)國慶六十周年擺花任務(wù),城區(qū)各景點、主次干道路出入口、各單位門前及庭院共計擺花20多萬盆。七是采取宣傳、督導(dǎo)和技術(shù)指導(dǎo)等措施,積極開展社會綠化。使64個企事業(yè)單位和社區(qū),完成了今年的社會綠化任務(wù),共栽植各類樹木2萬株,綠化苗木80萬株,新增綠化面積8萬平方米。環(huán)境衛(wèi)生:一是對城區(qū)66座旱廁和43座水沖式公廁日產(chǎn)日清,定時藥物噴灑消毒,達(dá)到了“五無五凈”的衛(wèi)生標(biāo)準(zhǔn)。二是對城區(qū)108萬
15、平方米保潔面積,繼續(xù)實行環(huán)境衛(wèi)生“三全保潔”、“三勤”管理及雙線包保責(zé)任制,清掃保潔率達(dá)100%。三是每天及時清運各類垃圾110余噸, 杜絕了二次污染。四是對城鄉(xiāng)結(jié)合部、背街小巷、社區(qū)(村居)路口進(jìn)行全面整治,清理道路兩旁亂堆亂放的垃圾2600余噸。五是投資15萬元改造水沖式公廁1座,新建地坑式垃圾專運站2處。城市防汛:緊繃“抗大洪、搶大險”這根弦,采取四項措施,確保Xx城建轄區(qū)汛期安全。一是組織領(lǐng)導(dǎo)到位。成立了以主要領(lǐng)導(dǎo)為總指揮,分管領(lǐng)導(dǎo)為副指揮,相關(guān)責(zé)任人為成員的Xx防汛指揮部,實行24小時領(lǐng)導(dǎo)帶班、值班制度。二是責(zé)任落實到位。與各防汛單位負(fù)責(zé)人簽訂了《防汛責(zé)任書》,落實了由130人組成的
16、防汛隊伍。三是隱患排查到位。成立了機(jī)動安全檢查小組,配備專用車輛,由各單位安全分管負(fù)責(zé)人帶隊,對辦公區(qū)域及家屬宿舍實行24小時動態(tài)檢查,對轄區(qū)內(nèi)的公園景點、市政基礎(chǔ)設(shè)施、低洼易積水區(qū)域、橡皮壩、城市防洪渠道進(jìn)行每日巡查,對各單位危舊房屋進(jìn)行認(rèn)真排查,對發(fā)現(xiàn)的隱患及時整改;對Xx、Xx、Xx三個下穿鐵路橋涵實行包保責(zé)任制,做到陰雨天晝夜值班,確保不出問題。四是物料儲備到位。儲備編織袋、草袋15萬條,木樁3800根,锨镢、鐵鎬200把,照明礦燈1000盞,防汛專用車12輛、柴油1.5噸,發(fā)電機(jī)、水泵5臺,沙子、塊石、礦渣等12萬立方。在工程建設(shè)中,黨員領(lǐng)導(dǎo)干部深入一線包工程包項目、抓質(zhì)量、促進(jìn)度,
17、牢記兩個“務(wù)必”,勵精圖治,艱苦奮斗,出色地完成了各項工作任務(wù),為Xx城區(qū)城建工作做出了積極貢獻(xiàn)。 八、加強(qiáng)群團(tuán)工作的領(lǐng)導(dǎo),推動各項工作開展 在群團(tuán)工作中,突出行業(yè)特點,立足為城建工作服務(wù),為Xx經(jīng)濟(jì)建設(shè)服務(wù),扎扎實實地開展了一系列活動。一是協(xié)助園林所認(rèn)真開展了“技術(shù)比武”競賽活動,提高了廣大職工的業(yè)務(wù)能力。二是積極開展“愛心一日捐”捐款活動,為困難職工家庭獻(xiàn)出了愛心。三是為發(fā)揮團(tuán)員青年主力軍的作用,組織團(tuán)員開展了春季植樹造林、青年綠色環(huán)保行動、城市宣傳等活動,對維護(hù)市容市貌起到了較好的效果。四是積極開展創(chuàng)建文明行業(yè)和巾幗文明示范崗活動。 以上是我單位的黨建工作情況,雖然取
